Right now with only 9 frenzy and 3 power, I get 19k DPS on Frenzy, I use a Lioneye's Glare so I never miss and Snakebite to poison enemies. Same issue with the body armor mod "10% chance to gain a frenzy charge on hit" I increased arrow count to 20 with Barrage Volley Fire and would never gain more than 1 charge per attack.
